Buying Officially Protected Housing (VPO) in Barcelona

VPO gives access to housing below market price, but it has requirements and limitations. We explain what you need to know.

Buying & Selling · Updated January 2026 · 6 min read

Officially protected housing (VPO) is housing with a price capped by the Administration, designed to ease access for those who meet certain requirements. Buying it has advantages, but also conditions worth knowing.

Common requirements

  • Income within the set limits.
  • Not owning another home and using it as your primary residence.
  • Being registered, where applicable, in the applicants' register.

Price and limitations

  • Maximum sale price set by modules; no overprice can be paid.
  • Resale limitations: for a period, the home keeps its status and capped price, with possible pre-emptive rights for the Administration.
  • Decertification (becoming open-market housing) is only possible in certain cases and timeframes.

Beware of overpricing

Paying "under the table" above the module is illegal and risky. We verify the certification, price and registry limitations before the purchase.
